Ioseb Kelenjeridze
Ioseb Kelenjeridze graduated with honor from the Tbilisi State University faculty of law in 1999. In 2000, he completed the faculty of western European language and literature, specialty of romanticism (French language and literature) in the same university. In 2005-2007 he studied International Law at the Pierre Mendes Franse University in Grenoble, France. In 2015, he become a Doctor of International Law.
He has completed Postgraduate Diploma professional Courses in the field of International Law at Jean Monnet (Rennes) and Sorbonne (Paris) University. In 2012-2015, he made certificate vocational training and skills development courses in the field of Human Rights and International Law at Strasburg International Institution of Human Rights.
He is the founder and editor-in-chief of the international scientific journal Law and World, organizer and participant of many international conferences, projects, seminars and trainings.
At different times, he worked in responsible positions of state structures. Currently he is the Director of European University Scientific Research Institute of Law.
He leads courses in International Law and Human Rights International Law. He has published scientific articles in both Georgian and foreign publications.

In 2018 – 2019 he was an expert at the Legal Issues Committee of Parliament of Georgia and involved to the law-making activities related to combating and prevention of crime and made an essential contribution to Institutional capacity building affords of the mentioned Committee
Since 2019 he is an Expert and member of the working group of Main Prosecutor’s Office of Georgia Project Prosecution Criminal Justice Support Project EU4Justice: Support to Justice Reform. He is involved in the preparation of the Georgian version of the International Classification of Crime for Statistical Purposes (ICCS) UNODC and the development of recommendations on using statistical analysis to improve the collection, analysis, and reporting of crime-related data within the Law enforcement agencies
From 2020 he was appointed as the team leader in the E.U. project “Support to the Security Sector Reform program preparation in Georgia – E.C. Reference. Together with an international team, he carried out Georgia Crime and Victimization Survey 2020

Merab Turava defended his thesis in 1997 at the Humboldt University of Berlin and was awarded a PhD degree. 1998-2005 he wasa board member and Head of the Criminal Law direction at the Training Center of the Ministry of Justice of Georgia (judicial training), in 1999-2001 was an expert in criminal law judicial training in TACIS-EU- project. Martin Collet is Professor of Law at Université Panthéon-Assas (Paris II), where he manages the master programs in tax law and in International taxation. He is a member of the Conseil des prélèvements obligatoires. He is the author of many publications on taxation, public finance and administrative law and is also a board member of several law journals. He has been a partner of Corpus Consultants since 2011. Professor Collet recently published Public Finances (LGDJ, 5ème éd., 2020), Tax Law (Presses universitaires de France, 8ème éd., 2020), Confiscatory tax (Odile Jacob, 2014) and Procédures fiscales (Presses universitaires de France, 4ème éd., 2020) with Pierre Collin.

1988 year – Tamar Laliashvili graduated from Tbilisi State University, Faculty of Law. Tamar was a prosecutor, consultant and judge at the Ministry of Justice. 2001-2006, She served as a judge of the Supreme Court, in 2000-2001, She was a Appeal Court judge, in 1999-2000 – Krtsanisi Mtatsminda District Court Judge, in 1992-1999 – she served as a Prosecutor at the General Prosecutor office.1990- 1992 served as a consultant at the ministry of justice. 1997-1998 He passed the internship at the Bremen Prosecutor’s Office and the City Court; Was a Friedrich-Ebert Foundation Fellow; In 2007-2010 he defended his dissertation topic: Comparative analysis of plea bargaining “according to the criminal proceedings in Germany, the United States and Georgia”. Tamar is the founder of the Georgian-Norwegian Rule of Law Association. In 2002-2003, she was a member of the Government Commission for the Implementation of Criminal Justice in Georgia. She was a member of the commission working on the draft Criminal Procedure Code of Georgia. In 2011-2013, she was an expert of Georgian Development Research Institute. Since 2019 he has been an expert on civic ideas.

Shalva Kurdadze graduated with honors from the Faculty of law with specialization in Legal Studies at Tbilisi State University after Iv. Javakhishvili. In 2003 he was granted the scientific title of candidate of legal sciences. From 1999 to 2001 he has worked at the Notary Department of The ministry of Justice of Georgia. From 2005 Mr. Kurdadze was elected for the position of assistant professor at the faculty of Law at Tbilisi State University after Iv. Javakhishvili. From 2007 to 2009 was a Dean of the faculty of law at Banking-finance Institute and also associated professor at the same faculty. From 2009 was elected for the position of associated professor at the Tbilisi State University of Economic Relations. From 2010 simultaneously was elected for the position of associated professor and Head of the Department of Private law at the Guram Tavartkiladze Educational University, and from 2014 also as a professor. Simultaneously from 2011 was elected for a position of full professor at Tbilisi Open Educational University. From 2012 till present works as a Manager of Private Law department of “Caucasus Lawyers’ School – CLS”. From 2014 Mr. Kurdadze is a founder of the Union of Law scientists and member of its Administration. Shalva Kurdadze is a member of scientific consultation committee at Supreme Court of Georgia. From 2001 he practices law as an advocate. Mr. Kurdadze is an author/co-author of several textbooks and scientific articles, among them of the paper drafted within the framework of OSCE financed project. Conducts legal expertise. He was a member of editorial chamber of the scientific journal “Live and Law”. From 2015 is a member of editorial chamber of the International scientific journal “Law and the World”. Anna Chighitashvili was conferred the degree in law in 1991 by the Moscow High School of the Ministry of Internal Affairs. In 2000-2003 she was a doctoral candidate at the Faculty of Criminalistics and Criminal Proceedings of Iv. JavakhishviliTbilisi State University. In 2009 she defended a thesis on the theme “Global problem of modern terrorism”. In 1992-2006 she worked in the Ministry of Internal Affairs and the Ministry ofStateSecurityof Georgia in different positions. Since 1996 she began teaching at the National Security Academy of Georgia. In2006-2012 she was a Head ofFaculty of Criminal Police in the Academy of Ministry of Internal Affairs of Georgia. She is a police colonel. She has attended the International Law Enforcement Academy ,,ILEA”training course and numerous trainingson terrorism, organized crime, etc. She is an author of four monographs and several scientific articles.

Hans-Jürgen Zahorka works since 2003 at the headquarters of LIBERTAS – European Institute GmbH. The former Attorney-at-Law and head of a foreign chamber office has been since many years in European functions: as Member of the European Parliament (there also as its first Rapporteur on the Uruguay Round of GATT which led to the foundation of the WTO), as Member of TEAM EUROPE (experts’ network for discussions on behalf of the EU Commission) and of GROUPEURO (1996-2002, when the Euro was introduced). The – multilingual – university lecturer in European Law, Business and Studies in various countries was since 1997 also Government Advisor on behalf of the EU, UNDP and World Bank, but also directly contracted, in many states and regions – always as a convinced European, besides acting as investment advisor for private or public-private partnership clients. He founded EUFAJ (European Union Foreign Affairs Journal) in 2009 of which he is the Chief Editor. Having delivered various publications (approx. 80) mostly on European and international subjects.

Patrick C. R. Terry
Patrick C. R. Terry gives lectures in both English and German in civil, family, employment and European law. His main research interest is public international law where he has published a number of articles in various international legal journals. As of October 2015 he is also a member of the university’s Committee to Ensure Good Scientific Practice and co-responsible for the university’s contacts in the UK, Australia and New Zealand. Previously, he was a judge in the State of Baden-Württemberg, Germany, for more than nine years. As a judge, he was mainly allocated cases in civil, commercial, and family law as well as cases involving state liability. Patrick C. R. Terry holds four law degrees: a Ph.D. in public international law and a Master of Laws degree in International Law and International Relations (both awarded by the University of Kent, UK) as well as two German law degrees (awarded, respectively, by the Ministry of Justice, Stuttgart, Germany, and the University of Tübingen).

Mr. Glonti is a lecturer at The Caucasus University in Georgia. He teaches criminal law, criminology, and cybersecurity. Before Mr. Glonti started in the field of higher education, he worked as a police detective at the cybercrime division of The Ministry of Internal Affairs. There, he underwent cybercrime investigation and cybersecurity workshops and training programs by the FBI, SOCA (Scotland Yard), and Oslo Police Academy. Later, he started to work in the Legal Affairs Committee of The Parliament of Georgia as the main specialist. He worked on legal reforms related to cybercrime and cybersecurity. Mr. Glonti is a Ph.D. candidate at The Max Planck Institute for Foreign and International Criminal Law in Freiburg, Germany. He researches the Internet as a Social Control Mechanism. Mr. Glonti is a German Academic Exchange Service (DAAD) and The Max Planck Society scholarship holder. His scopes of interest include but are not limited to Law, Criminology, Cybercrime, Cyber Security, Programming, Cryptography, and Artificial Intelligence.

Levan Meskhoradze is a professional lawyer with many years of experience at national and international level. In 2006, Levan Meskhoradze obtained MA degree from Ivane Javakhishvili Tbilisi State University law faculty and LLM degree from Riga Graduate School of Law. In 2011, he has attended Continuing Professional Education programme at George Maison University. Levan Meskhoradze is specialized in international and human rights law, rule of law, criminal justice reform and policy, legal training and management. Since 2016, he is the team leader of EU project “Combating All Forms of Discrimination in Georgia”. In 2008- 2016 Levan Meskhoradze was Agent of the Government of Georgia to the European Court of Human Rights and UN treaty bodies, Head of Department of the State Representations to the International Human Rights Courts, at Ministry of Justice of Georgia. For many years now, Levan Meskhoradze is a member of various committees and working groups at international organizations, including EU, CoE and OSCE. He is also a international/national consultant of the Council of Europe/American Bar Association Rule of Law Initiative (ABA ROLI)/Promoting Rule of Law in Georgia (PROLoG)/Georgia Bar Association (GBA). He has a teaching experience at universities and law schools since 2007. Levan Meskhoradze is an author of various publications and scientific researches.

William J. Watkins, Jr. – is P.H.D of Law at the South Carolina University School of Law. He is a Research Fellow at the Independent Institute and author of the book Crossroads for Liberty: Recovering the Anti-Federalist Values of America’s First Constitution.
Mr. Watkins is a former law clerk to Judge of the U.S. Court of Appeals for the Fourth Circuit, and he is President of the Greenville, SC, Lawyers Chapter of the Federalist Society. He has served as a prosecutor and has practiced in various state and federal courts.
He is the recipient of the R. Glen Ayers Award for Historical Writing from Clemson University. His popular articles have appeared in : Forbes, Christian Science Monitor, Daily Caller, USA Today, Washington Times, Austin American-Statesman, Providence Journal, San Jose Mercury News and In many other well-known American publications.

Bakur Liluashvili defended a PhD thesis at Iv. Javakhishvili Tbilisi State University in 2010 on the theme: ,,Recognition and enforcement of decisions of foreign courtsin Georgia”. In 2001- 2014 he worked in the Constitutional Court of Georgia. In 2010-2014 he was the Associate Professor at the Faculty of Social Sciences, Business and Law of the Batumi Sh. Rustaveli State University. During these years he held the academic position at the Faculty of Business, Law and Social Sciences at Kutaisi Ak. Tsereteli State University. In 2001-2010 he delivered lectures at Tbilisi State University of Economic Relations, the Polytechnic University of Georgia and the Georgian-American University. Tatia Dolidze graduated from law faculty of the of Georgian Technical in 2008. In 2012 she was awarded Master’s degree with distinction by the law faculty of Georgian Technical University. In 2012 she attained the Doctor’s degree in law (Ph.D.), after defending her dissertation at law faculty of Georgian Technical University. Tatia Dolidze has more than 10-year law practice in criminal law and civil law. Between 2005-2009 years she worked at the Georgian young scientist’s academy, on the position of vice-president. In 2007 year Tatia dolidze was certified trainer of American bar association, in the field of street law. In 2008 year Tatia Dolidze worked as senior legal consultant at Georgian government. Between 2009-2012 years She was law program coordinator at Tbilisi free university and senior lawyer of the university. From 2016 year till now Tatia Dolidze is Head of legal department at Financial and legal consulting center, she also is senior legal consultant for more than 10 firms in Georgia. From 2016 year till now Tatia Dolidze is lecturer at European University, Georgian national university and East European university. She is author of commentaries in Georgian criminal law and author of more than 15 scientific publications. Tatia dolidze has also taken international courses in the field of Project management, business law, constitutional law etc.

In 2005 Roin Migriauli was awarded the academic degree of Candidate of Legal Sciences. Since 2000 he has been a Head of the law office “Migriauli and Partners”. Mark A. Speiser has graduated from the American University (Washington D.C.) in 1969. He graduated from the University of North Carolina in 1972 and from Georgetown University in 1976. For years, he has held senior positions in the: U.S. Securities and Exchange Commission, U.S. Department of Justice, U.S. House of Representatives, State Attorney’s Office and Circuit Court Judge.

She is a professor at the European Univesity in a civil law field. She has defended her dissertation on the influence of registration of immovable property rights on their realisation and defence. She performs teaching and scientific activities from 2002, when she started teaching at the Ivane Javakhishvili Tbilisi State University, where still continues to work. She is a visiting lecturer at the Caucasus School of Law and International Black Sea University. Alongside with the teaching activities she had worked in legal reform and legal terminology drafting commettee at the Ministry of Justice of Georgia, had held posts in management and was the head of the legal department of the National Agency of Public Registry. She was a beneficiary of the DAAD (German Academic Exchange Office) stipendium for several times and had passed exams of qualification to serve as a judge. She is an author of several academic articles.

In 1997 George Goradze graduated from Tbilisi State University, Faculty of Justice, and then the doctoral program at Chair of the Theory of Law and State Law at the same University. In 2009, at the Georgian-American University he defended a thesis on the theme “Federalism prospects in reality of Georgia” and was awarded a PhD degree in law. He worked in various state agencies in responsible positions. He is the Associate Professor of the Georgian-American University and the Technical University of Georgia. He is a lecturer in public law. He is an author of many scientific publications and works.

In 2001, George Khatidze graduated with Hons from Ivane Javakhishvili Tbilisi State University, Faculty of Law. In 2006, George completed Pre-MBA/Masters Programme at Bellerbys College (UK). In 2007, he graduated from the University of Liverpool, Liverpool Law School (UK) and was awarded Degree of Master of Laws (LL.M.).
George was working in various public and private organisations, including National Bank of Georgia (2004-2005); Silk Road Group, as a Deputy Director General in Legal Affairs (2012-2016); World Bank, International Finance Corporation, as a Legal Advisor in Investment Climate Project Georgia (2014-2016). In 2016-2020, George was a Member of Parliament of Georgia.
Since 2010, George Khatidze has been involved in academic and scientific activities in various universities in Georgia and abroad. He is a Lecturer at the Georgian Institute of Public Affairs (GIPA); European University; Grigol Robakidze University. In 2012-2016, he was Approved Tutor at the University of Chester (UK). In 2014, George was a Visiting Professor at Masaryk University, Faculty of Law, Department of International and European Law (Brno, Czech Republic).
Since 2019, George has been Research Fellow at the European University Research Institute. In 2013-2016, George was a Member of International Judicial Committee of the International Academy of Sciences, Education, Industry and Arts (Silicon Valley, California, USA). In 2007, he was a Visiting Fellow at the University of Dundee, the Centre for Energy, Petroleum and Mineral Law and Policy (UK). Since, 2005 member of Georgian Bar Association. George is an author of scientific articles and monographs published in Georgia and foreign countries. He took part in various scientific conferences.

In 1981, David Kolbe became a doctor of law at Valparaiso University School of Law. Since 1981, David has worked as a lawyer in various private and public structures. In 1995-1998, he was elected as prosecutive attorney of the 54th Judicial Circuit, Kosciusko country, Indiana, Republican.
In 1998, he founded his own law firm and he still leads it. He is a member of the Indiana State Bar Association and has been a member of the association’s editorial committee for many years.
He is the author of numerous articles and serves as a visiting lecturer in the USA, Indiana, Latvia, Poland, Hungary, Austria, Albania and Georgia.

Kakha Goshadze

Kakha Goshadze
In 2018 at the University of Georgia he defended dissertation thesis on personal data protection and was awarded the doctorate degree in Law. From 2014 he is intensively engaged in scientific activity and teaching field in constitutional, human rights and personal data protection law, on both bachelor’s and master’s degrees. He is the author of translations of three publications, one of them – a handbook and has published four academic articles. At the same time, he is a member of an editorial board of the law journal – “Georgian and International Law Review.” Alongside with scientific activity, participated in various conferences and has managed several trainings in personal data management. He is also experienced in education management process, particularly in defining and drafting educational program of law for universities.

In 1997, Mamuka Shengelia successfully defended his dissertation before the Dissertation Council of the Faculty of Law of Ivane Javakhishvili Tbilisi State University and was awarded the degree of Candidate of Juridical Sciences. In 2000, by the decision of the Board of Professors of the same university, he was awarded the title of Associate Professor.
In 1992-1994 he graduated with honors from Tinatin Tsereteli Institute of State and Law, in 1988 from Akaki Tsereteli State University. Has participated in several grant projects, international scientific conferences, advanced training courses, seminars and trainings in international public law and international humanitarian law, as well as a project prepared by the Robert Schuman Foundation for Poland for Georgian lawyers and law lecturers; Central European University (CEU) in Budapest in the course “International Environmental Law”, and within the project of independence of the judiciary and legal empowerment: the concept of clinical legal education and legal clinic in the Georgian educational space; Judicial independence and legal education as a pillar of an independent legal system and more. Participated in meetings in Strasbourg – Council of Europe, European Parliament, European Court of Human Rights. His research interests include international public law and international humanitarian law, in which he has published scholarly articles and monographs.
